Bibek Singh

Founder & Managing Director

Bibek Singh brings over 15 years of experience in healthcare, operations, and business leadership to HopeWay. As a home care provider and former senior executive in healthcare and medical technology, he focuses on improving service delivery, fostering collaboration, and ensuring person-centered outcomes.
Bibek’s professional background spans strategic planning, operational management, and financial oversight, including designing processes for client placement, and implementing systems to enhance care coordination and data-driven decision-making. He has led large teams, streamlined operations, and developed programs that prioritize safety, quality, and continuity of care. At HopeWay, Bibek applies this expertise to create innovative, sustainable services that support individuals, families, and providers.
He holds a Master of Science in Agriculture and Applied Economics from Virginia Polytechnic Institute and State University, and a Bachelor of Arts in Economics and Business Administration from Hanover College.

Samragi Swar

Co-founder & Managing Director

Samragi Swar brings over 15 years of experience in the human services field, with expertise in quality assurance, compliance, and person-centered placement. She has led successful residential and community placements, ensuring matches that promote stability, personal growth, and long-term success.
At HopeWay, Samragi oversees the residential placement program and leads quality assurance and compliance initiatives. Inspired by a lifelong commitment to supporting individuals of varying abilities, she works to create safe, supportive, and empowering environments for everyone served.
Samragi holds a Bachelor’s and Master’s in Criminal Justice, specializing in Advanced Counterterrorism and Homeland Security, from Southern New Hampshire University.

Christine Duncklee, RN, BSN, CDDN

Director of Nursing & Clinical Operations

Christine Duncklee is a Registered Nurse and Certified Developmental Disabilities Nurse with nearly 20 years of experience supporting individuals with intellectual and developmental disabilities across residential, community, enhanced family care, and acute care settings. She brings expertise in clinical operations, medication management, regulatory compliance, workforce development, and program growth. Christine has led multi-site residential programs, developed nurse-led training systems, and guided organizations in meeting and exceeding New Hampshire regulatory standards, including He-M 1201.
At HopeWay, she provides strategic oversight of nursing and clinical operations, partnering with executive leadership, program teams, and community stakeholders to ensure safety, accountability, and person-centered care for every individual supported.
Currently pursuing a Master of Science in Nursing with a focus on Nursing Leadership and Organizational Management, Christine also serves as President of the Developmental Disabilities Nurses of New Hampshire (DDNNH), collaborating statewide to advance nursing standards, education, and advocacy in the I/DD service system.
